There's no one else that I know of except for the Joker that even comes close to enjoying it. [Crane's doesn't sound like he believes anyone could enjoy it.]
I wouldn't classify myself as a 'villain', but I understand what you mean. There's the Joker and myself, and previously Ra's Al Ghul along with his men.

There's suspect plant dealings with both Grindelwald and Rose, and also a teeny bit with Dr Facilier. It's also pretty clear that he's on good terms with his warden, Max, and encouraged her to get the Joker a temporary warden. So it depends on what Eddie wants to go for. :D]
