I don't know why a few people have spontaneously developed powers, but shouldn't there be some attempt to quarantine them? It seems like whatever is causing it could spread, and I gather no one would particularly enjoy teleporting off the barge or electrocuting their friends. I hardly want to be sharing the experience.
