He continues on more normally.] I would sincerely like to apologize to Hayley Stark for dosing her with a highly unpleasant fear toxin last July, according to the calendar that the Admiral has inflicted on us. It was unwarranted in her case.

How about "I'm sorry I released fear toxin in the dining hall that ended up affecting, traumatizing, and killing a bunch of people. I apologize to everyone I hurt, directly or indirectly."? You can say it word for word if you mean it. If you don't mean it? Then don't say it.
